The Test

A licensed TCEQ-certified professional performs the full diagnostic test. If your device passes, we file the report directly with EPWater or Lower Valley Water District (LVWD) the same day. You will receive your copy by email as a PDF — just let us know if you prefer a paper copy. For exterior units — you don't even need to be home!

Repairs If Needed

If a device fails testing, repairs may be needed to meet state code. We will explain the issue clearly and give you a full quote before any work begins. Residential repair labor starts at $125.00 — parts required for the repair are additional and will be quoted upfront. You are never charged without your approval.

What Is Backflow — And Why Does It Matter?

Backflow happens when water flows in the wrong direction — back into El Paso's clean water supply. Under normal conditions, water pressure pushes water from the city main into your home or business. But when pressure drops — due to a water main break, heavy fire hydrant use, or high demand — that flow can reverse.

When that happens, water that has been in contact with lawn chemicals, pool water, restaurant equipment, medical devices or industrial systems can be pulled back into the public water supply — contaminating the water your neighbors and family drink.

A backflow prevention assembly is a mechanical device installed on your water line that stops this from happening. Texas law requires these devices to be tested annually by a TCEQ-certified tester to verify they are working correctly.

Plumbers & Certified Backflow Testers

Two separate but complementary roles — here is how they work together to protect your water supply.

Plumbers are skilled tradespeople who install, replace and relocate backflow prevention assemblies as part of their plumbing work. We have great respect for what they do — and we work alongside them regularly. However, not all plumbers hold a TCEQ Backflow Prevention Assembly Tester (BPAT) license — and even those who do may not always have one available on the job when needed.

The TCEQ Rule Most People Don't Know

Under Texas law, whenever a plumber installs a new backflow assembly, replaces an existing one, or relocates a device on your property — water service cannot be activated until a TCEQ-certified Backflow Prevention Assembly Tester is present to test and certify the newly installed assembly. This means your plumber — no matter how skilled — cannot complete the job without a certified tester signing off on it first.
